TikTok Secures American Future with Deal Protecting Youth Safety Measures

TikTok announced Thursday the successful finalization of an ownership restructuring that establishes a majority American-owned entity committed to maintaining and enhancing youth safety measures. The deal emphasizes protecting young users alongside addressing national security concerns.

The completed transaction reduces ByteDance’s ownership to a 19.9% minority stake, while American investors collectively control 80.1% of the new US-based company. Oracle, Silver Lake, MGX, and Michael Dell’s firm create ownership understanding that platform safety, particularly for youth, remains critical alongside security measures.

This settlement addresses the reality that platform concerns extend beyond national security to include youth safety—protecting minors from inappropriate content, predatory behavior, mental health risks, privacy violations, and excessive screen time. While national security drove ban legislation, American ownership provides opportunity to enhance youth protection under American governance applying American child safety standards and expectations. The deal contemplates not just security but comprehensive safety.

Leadership of the American entity will be entrusted to Adam Presser as CEO, whose trust and safety background specifically includes youth protection programs. His experience developing and implementing child safety measures positions him to maintain and enhance protections. The seven-member board provides governance ensuring youth safety remains prioritized. Shou Chew participates as a board member.

The new US entity commits to comprehensive youth safety: age verification preventing underage access, content filtering protecting minors from inappropriate material, privacy protections limiting data collection from young users, anti-predator measures blocking grooming and exploitation, screen time tools helping families manage usage, and mental health resources supporting struggling youth. Enhanced content moderation specifically protects young users. The recommendation algorithm undergoes training ensuring it doesn’t promote harmful content to youth. Both governments approved this safety-focused approach.
