This initiative is encapsulated in the government’s annual Basic Policy on Economic and Fiscal Management and Reform, set to be ratified later this month. The document will reaffirm Japan’s ambition to revamp its defense capabilities within a five-year timeframe. Although it won’t establish a new specific spending target, the policy is expected to underscore the defense spending objectives embraced by key international allies and partners.
The policy document will likely address the increasing calls from the United States for allied nations to assume a greater share of security responsibilities. It will also highlight the medium- and long-term defense spending plans adopted by NATO members, South Korea, and Australia. A draft of the policy includes a footnote referencing NATO’s aim to elevate core defense spending to 3.5% of GDP by 2035, alongside South Korea’s aspiration to reach a similar percentage as soon as possible, and Australia’s intention to allocate 3% of GDP to defense by 2033.
Japan’s current national security strategy, unveiled in 2022, set a goal to double its defense spending from 1% to 2% of GDP within five years. Remarkably, the government met this target ahead of schedule in fiscal 2025. This strategic financial commitment underscores Japan’s intent to align more closely with the defense spending patterns of its international counterparts.
The revised policy is anticipated to lay the groundwork for updates to Japan’s three principal national security documents later this year.
