Vladimir Putin’s threat against Western troops is a masterclass in psychological warfare, aimed not just at governments but at the public opinion that underpins them. The goal is to demoralize Ukraine’s allies by making the cost of long-term support seem terrifyingly high.

The phrase “legitimate targets for destruction” is deliberately stark and brutal. It is designed to evoke images of direct combat between Russian and Western soldiers, a scenario that is deeply unpopular among the electorates of most NATO countries.

By constantly raising the specter of a wider war, Putin forces a continuous and exhausting debate within Western societies about the risks of supporting Ukraine. He turns every discussion about aid or security guarantees into a discussion about a potential World War III, a prospect that erodes public resolve and political unity over time.

This strategy is patient and attritional. It doesn’t require Russia to actually attack a Western soldier. The mere possibility, amplified by threatening rhetoric, is enough to create anxiety, fuel political opposition, and “spook European capitals,” achieving his goal of weakening the Western coalition from within.
